The U&I web page was discussed to find out where we are at with it at this time. Nate informed us that the domain name is secured (Utah-Idahocwma)(utah-idahocwma.org). The cost is $350.00 a year with the first six months ($175.00) being paid by Cache Co., with the remaining'$175.00 to be paid by Gary Kidd, Utah B.L.M.. Some information is needed from the Forest Service, B.L.M., Bannock, Oneida, Franklin Co., with some partial private landowner information turned in but more may be needed. We need to list all noxious weeds from both Utah & Idaho, be able to click on map and pull up county weed maps, we need project pictures from Jim and David, and will publish the UICWMA meeting schedule for four months at a time on the web.
Donna's book showing drawing's of noxious weeds is still at the press and should be ready this week. Joel made a suggestion that we set up a fund to print pamphlets and Donna's book The money that is collected will go back into the printing fund for future projects.
We will receive $10,000 From Utah to be used for the Bio-Control Project, with a 2 1/2 month billing time before we will receive the money. Jim Hull gave us a report on where we stand on the funding of the Dyer's Woad bio-control project. At this time we are about $15,000 short but the prospects ofgetting the money are good. We need to visit more Utah Counties and try and get their support. Another suggestion was to notify Roger Batt about getting a spot on his Weed Awareness Program this spring on Dyer's Woad. Jim Hull and Dave Hallinan will contact Roger to see if this is possible.
In our January meeting there was some concern that Idaho B.L.M. was not going to be able to fund any projects in our Idaho Counties. I wrote Senator Craig's Office and asked if they would look into this allegation, and if it were true see what they could do to help us and I received a letter of confirmation that they were looking into the matter. I received a phone call from Syl Daymon, from the Pocatello B.L.M. Office thanking us for the concern we had. Syl informed me that they were able to get some money from their fire fund for the coming year. Here is a break down as to how the money was divided: Bannock Co. $7000, Oneida $6000, Caribou $5000, Franklin $5000, Bear Lake $1000 and Power Co. $1000. Syl also informed me that the funding to B.L.M. the next few years did not look good so this is something we need to pay attention to. Counties need B.L.M. to be more involved in the year end progress report at the end of the year. We would like to have a B.L.M. representative go with the county weed supervisor to evaluate the spray program. This will do two things: 1- A better working relationship with B.L.M. and the counties and 2- Abetter knowledge of where the B.L.M. spray projects are located and how the project is progressing.
We need to be looking ahead and starting to plan for our work days. Andy will contact Neil Norman B.L.M. about a work day in Oneida Co. We would also like to see Utah B.L.M. and Utah Forest Service schedule a U&I work day to go along with the Idaho work days. Bill Gilson, Box Elder Co. has scheduled a work day for May 18th, with more information to follow in our March meeting.
I will also try to get our news letter started again and will bring a copy to our next meeting.

The February minutes were read, Dave Hallinan made the motion to accept, Joel Merritt seconded, minutes were accepted.
Joel made a suggestion that we should think about stepping up our education program concerning noxious weeds. He feels this will help increase weed awareness, also the public may be able to contact their legislators and help increase noxious weed funding for their local states and counties.
Work day’s were discussed with Box Elder County deciding on May 18th, at 9am. The railroad will be the target area with Dyer’s Woad the target weed. Bill will let everyone know where we are to meet. Joel’s work day for Cache County will be June 15th at 9am, with St. Johnswart the target weed.
The meeting place will be discussed at the next meeting.
Donna’s book should be out of the printers today or tomorrow and Jerry will meet Joel half way and pick up the books. Donna also said she would like to write another book for the grade schools and the ok was given.
All of last year’s money was spent and accounted for and we are now waiting for March 31st to come, as that is the date Idaho Dept. of Ag. will let us know how much money was allocated to the UICWMA.
Bill inquired about purchasing larger bags for the Bag-O-Woad project and call Heidi to see if we are too late to order larger bags. Dave will bring bags next meeting unless otherwise notified.
Jim Hull gave us an update on the Dyer’s Woad bio-control. We now have one year behind us and the University of Idaho has been working with three insects, with forty or more they would like to experiment with We were hoping for a grant for the amount of $6000.00 from the Greater Yellowstone but it was not approved so we will be five or six thousand short at this time. Box Elder, Bannock, Franklin, will donate another $1000.00 and Cache $1000.00. We need to be looking for other sources of money for this project. Joel will also try to get $500.00 from the Soil Conservation District.
Lisa Perez showed us a brochure that she had put together for pulling Dyer’s Woad May 14th, up Logan Canyon. The Logan Ranger District, Wasatach Cache National Forest is sponsoring the work day. Joel Merritt volunteered to be in attendance. Lisa’s brochure showed what the weed looked like, had some information about it, and also had a license making it legal to pick weeds. It had a lot of educational information in it.
Jerry and Dave represented the U&I at a weed information booth sponsored by Valley Implement, one day in Logan, Utah and the other in Preston, Idaho. We met a lot of nice people and shared some great weed information plus the steak and egg breakfast wasn’t to bad either.
Utah Weed Supervisors Association has representatives from four regions with Bill Gilson elected chairman and Joel at large representative. They will be in charge of the Utah Grant money not the Dept. of Agriculture. Two of their goals are to get a change in the weed law and more money from the legislature.
The idea of having bill boards at the Utah-Idaho border was brought up and we will look into the possibilities of achieving this goal

Andy’s work day will be June 28th. We will meet at the Oneida Co. Weed Department with Scotch Thistle being the target weed. The work will take place on BLM ground in the Holbrook area.
Bannock County will hold there work day July 7th and will meet at the swimming pool at 9am
Joel has been invited to speak at the Utah State Legislature to discuss weeds at their next session.
The $8500 from Utah came 10 days ago and will be put towards the Dyer’s Woad Bio Control project. We don’t quite have the $25,000 needed but we are close with more money coming in from Southeastern Idaho.
There had been previous concern that the Bear River RC&D was to be closed but the good news is that it will stay open.

Franklin Co. work day was discussed and it will take place September 28. We will meet in Franklin at the city park at 9:00 am
Gravel Pitt’s were also discussed for a future meeting for a workable solution on noxious weed control.
UICWMA received $10,000.00 from the Utah Dept of Ag. And was give to the Dyer’s Woad Bio-Control fund. This was 2004 money. We also received grant money from Utah for the amount of $6000. After the 5% to Bear River RC&D $5700 was left and divided by five which left each county with $1140.00 each.
Hiedi would like to be involved in a bio-control harvest next year. We need to put this on next years agenda and if available see that Hiedi gets the bio-control she needs. The Forest Service has a new inventory system. Tera wants to get together with Nate later on as as this will help determine her funding.
Essay contest was discussed and determined that each county would finance the prize money in their own county. Each county will also give $60 for the grand prize. Prevention & Awareness was the theme for this year. Jerry will send the rules to all Co. Supervisors to be sent out to High Schools taking part in the essay contest.
We received our last quarter money from Idaho Dept of Ag. and after the 5% that goes to Bear River RC&D the following amounts were: Oneida: $6000.00, Bannock: $13,400, Franklin $4316.90, Box Elder $14,414.30, Cache $7690.43. This leaves $949.00 in a slush fund. We have six weeks to get the money spent.
We need to have all your cost share numbers in from the first of the year to Oct 31st for our October meeting which will be Oct.19 at Joel’s at 10.00 am.

1– August minutes were read. Jim Hull made a motion to accept the minutes and Joel Merritt seconded the motion.
2– The quarterly report was discussed and Joel advised us that all paper work was turned in and we were ready to send the report to the Idaho State Dept. of Agriculture.
Joel and I met with Bear River RC&D and the report was signed and sent off
3– We decided to hold a special meeting on Nov. 2 to get the year end report finished and our grant for 2006 ready to send.
4– The meeting was short this month so we will adjourn until November

Two meetings were held in November. Due to judging the essays we felt like we needed a extra meeting to get our cost share report for 2006 ready. The U&I cost share application and the Dyer’s Woad cost share application are to be ready to review in our December meeting. All changes that may need to be will be made at that time.
The essay contest went over quite well again with over 150 essays written on “Importance of Awareness and Prevention of Noxious and Invasive Weeds”with Cheryl Hobbs from Preston High School winning the grand prize of $300. The UICWMA Steering Committee would like to congratulate Cheryl on her achievement. This is just one of the many good essays that we had to judge. The meeting was adjourned at the end of the judging.

The minutes were read and Andy Dawson made the motion to accept the minutes with Bill Gilson 2nd the motion. Cost share applications were reviewed but Box Elder, Cache, Oneida, and Franklin Counties need to have a signature page signed by one of their County Commissioners and sent to David so the cost share application can be sent to Idaho Dept of Ag. Bill reported on Utah State CWMA meeting went well with sixty people showing up. Financial report was given showing $4197.93, after all bills were paid and $3500.00sent to the Dyer’S Woad Task Force we have a total of $4.00 left. Three bottles of Telar were issued to each Co. with the exception of Box Elder.
