As no meeting was held in December there were no minutes to be read and passed upon.

All financial records are in order and up to date at this time

Vic Bradfield from the Caribou National Forest will be the new Idaho representative from Idaho , Vic works out of the Soda Springs office.

Lyla Detmer will join the U&ICWMA Steering Committee. Lyla is from the Franklin Co Soil Conservation and will also help us with cost share monies coming from the Idaho Dept of Ag.

Scott Ferguson showed us a letter he had sent to one of the Bear River RC&D board members pertaining as to why Bear River RC&D will no longer be able to keep the books for the U&I,

Our web site has been updated by Nate Belliston and paid for by Gary Kidd BLM Salt Lake .

Donna's books are now printed and ready for pickup.

Utah Counties will be applying for grants through the Utah Dept of Ag for the year 2008

Jim Hull said there would be no Dyer's Woad Bio-Control this year as the Idaho Dept. of Ag. will no longer allow us to use cost share money for research.

Jerry also asked the committee if they wanted him to stay on as chairman or step down and someone else take over. The vote was unanimous for Jerry to stay.

We need one more signature at the Ireland Bank, and Jim hull will stop and sign the signature card.

We also need to update our mapping for 2008, especially on new infestations.

Cris Call from Utah State University made a presentation on weeds This is an educational program with posters and CD . This display can be used for any educational purpose in school or other programs. If needed Cris will help put the displays up Jerry Hobson will be the U&I contact if anyone is interested in this program.

January minutes were read, Jim Hull made motion to accept and Joel Merritt 2nd the motion. Minutes were then accepted as read.

Mick Atkinson, Franklin County Commissioner was a visitor and introductions were made.

In about three weeks Commissioner Atkinson will be meeting with Celia Gould in regards to Bear River RC&D being able to continue doing the book work and handling the cost share money from Idaho. If needed we will open a satellite office in Preston at Jim Hulls office, and Cami will spend the needed time there to take care of Idaho’s cost share money and books. This is due to new rulings from Idaho Dept of Ag. saying all Idaho cost share money will be spent in Idaho, with Utah funding their projects as far as state monies are concerned. This will enable us to keep our CWMA intact as it is very important for the two states to continue to work across borders in the fight against noxious weed control.

Utah weed superintendents’ have been working with the forest service for their cost share monies and have been receiving approximately between 10 and 15 thousand a year for weed control.

Approximately $30,000 has been applied for from the Utah Legislature for money to be used in the Dyer’s Woad Bio-Control project. There is approximately $21,000 from Idaho counties at this time for the Dyer’s Woad Bio-Control and hopefully we will be able to come up with more money from Wyoming along with Utah money so we can continue the project as best we can. Utah has already contributes $4000 towards the project and Cache and Box Elder Counties may still be able to contribute more.

Mapping was discussed and determined that we needed to update our mapping in 2008. Arron has a meeting with Steve Cox Feb., 25 to go over his mapping and see what needs to be done to update his program.

Work days were brought up and Joel said he already has one in mind. He would like to go back to the same area that was treated last year.

Jim Hull reported on the Idaho meeting and said that we are possibly 1-2 years away from bio-control that will work on White Top. Aquatic Weed control was also discussed as there is great concern on the spread of Aquatic Weeds. Weed law was discussed with civil penalties being the main topic. This could be a good tool if used wisely and on a limited basis.

Next meeting will be March 19, 2008 at 10:00 a m at the Bear River RC&D.

Minutes were read and accepted as read. Jim Hull moved that they be accepted with Gary Kidd 2 nd the motion.

Due to changes in the Idaho Dept. of Ag. regulations, a satellite office was created in Preston , Idaho . This will allow Bear River RC&D to continue doing the books for the U&I. The new address will be sent to the Idaho Dept. of Ag., as Idaho banking will now have to be in an Idaho Bank. Cami will take care of this for us. This will allow the U&ICWMA to continue operating as before. Aaron met with Chad Dewey in regards to mapping Oneida County , and 40,000 was needed to start the mapping program. Aaron decided to buy some equipment and do their own mapping as time allowed.

Garmin GPS units will probably be used as they will record and enter any information that is needed. Due to the new cost share regulations $40,000 grants for mapping is not available.

Box Elder and Cache Co. will receive a $30,000 with the possibility of $12,000 going towards the Dyer's Woad Bio-Control project. Jim reported that Wyoming would pick up some of the shortfall. Joel & Rick will work with Utah Counties to help raise money. Joel will contact Mark Schwartzlander from the University of Idaho to better show Utah as a contributor which would read as Utah Dyer's Woad task Force [UDWT].

Bio-Control was discussed as to the wants and needs of the U&I. Jim may have bugs for Canada Thistle but needs to know how to collect them. Toadflax bugs may also be available. If anyone needs Salt Cedar Bugs they may also be available and good reports have been made. They spread rapidly and with effective results

Display Board was discussed and agreed that it needed to be updated in the very near future.

Utah Weed law has changed, will be a three tiered system similar to Idaho 's.

March minutes were read. Joel moved that they be accepted as read with Aaron Hull 2 nd the motion.

2008 grant for 163,000 was accepted

$700 from 2006 still left in account

Utah legislators has approved $30,000 for Box Elder & Cache

$10,00 approved for Bag of Woad in Utah

Cami has a office in Preston as a satellite office For the Idaho side

Utah will be contributing to the Dyer's Woad Bio Control

Murray Farm property, last years results was favorable

Work day will be May 28, will use Telar as not to damage young sagebrush

We will meet at the park& ride in Wellsville at 9:00 AM

Garmin presentation was given by Joel

Joel is to line up a presentation by Amber Richmond on bio-control of Salt Cedar

Dave is to update the display board

Minutes were read and motion made by Aaron Hull to accept with Vic Bradfield seconding the motion. Minutes were passed as read.

Financial report indicated that Idaho money was spent. As soon as all documentation is in Cami will complete the exhibit 13 and David will do exhibit 15 and the new money will be sent for.

The satellite office in Preston was discussed and Cami indicated that it was working well.

Box Elder set the date for their work day. It will be July 9 th . Rick will send out information where we are to meet and the time.

Morgan will contact Amber Richman and set up a schedule to discuss bio-control at our August 20 meeting.

Minutes were read with Jim Hull making motion they be accepted. Aaron Hull 2 nd the motion and minutes were accepted as read.

Cami gave the financial report as follows: 1 st quarter all money was spent: 2 nd Quarter $63,605.59 was received.

Money was divided as follows: Bannock County $38,035 Oneida County $15,035.20 Franklin County $10535.20

A signup sheet was passed around and steering committee members were asked to write down there mailing address

Amber Richman gave a presentation on Bio-Control. We were told of the different Bio-Control that was being used on Dalmatian Toadflax, Leafy Spurge, Knapweeds, Poison Hemlock, and Salt Cedar. Collection methods were also reviewed and how well each Bio-Control insect was working. We were also encouraged to start our own insectaries

The U&I will receive a new vacuum aspirator for insect collection purposes.. It will be delivered to Joel's office as soon as the paperwork is finished

Next months meeting will be held September 17 at 10:00 am .

November minutes were read. Aaron Hull made motion to accept and Jim Hull 2 nd the motion. Minutes were accepted as read.

Cami has yet to receive an answer from Ida. Dept. of Ag. on the $.09 carryover . She will ask again for an answer.

The third quarter report to be completed. We are waiting for Bannock County to complete the exhibit 15 and Idaho Dept of Ag. reply.

We are still checking to see if our satellite office in Preston will be allowed for year 2009. Cami will check on this for us.

We are still waiting for the write up's from Cache & Box Elder Counties for our year end report. We are still working on the 2009 grant proposal for the Idaho Counties.

Jerry will contact Gary Kidd about a possible guest speaker from BLM.

Jim received an e-mail from Brett Richardson [ Wyoming ] indicating they had put money into Dyer's Woad control for foreign research.

Next meeting will be January 14, 2009 at Bear River RC&D

Jim made motion to adjourn and Aaron 2 nd the motion.

Meeting was adjourned at 11:05 AM and we will all meet at the Village Inn for our annual Christmas lunch
